The Moroccan-German Energy Partnership (PAREMA), established in 2012, serves as a key platform for energy policy dialogue between Morocco and Germany, focusing on promoting energy transition and supporting Morocco's advancements in renewable energy. Morocco is recognized for its significant potential in solar and wind energy, with plans to integrate its electricity production into the European market, benefiting both regions. The partnership currently emphasizes power generation from renewable sources, decarbonization, grid expansion, and the development of the Power-to-X market. This collaboration aims to facilitate sustainable energy exchange and enhance Morocco's role in the global renewable energy landscape.
Milestones of the German-Moroccan energy cooperation
2012: Creation of the Moroccan-German Energy Partnership (PAREMA)
Under the double objective to guarantee security of energy supply and environmental protection, the agreement prioritised cooperation on renewable energy at public and private levels, in particular by the establishment of stable framework conditions for sustainable energy policies, capacity building and institutional strengthening, as well as strategies for the successful development and implementation of Moroccan wind and solar plans.
2016: Joint commitment to a sustainable, renewable energy future by 2050.
Agreement to “work together to ensure a sustainable energy future, essentially renewable, by 2050” and to focus the German-Moroccan cooperation on the development of new electricity sources, in particular renewable energy sources, power grid interconnection and grid extension, grid stability and integration of electricity markets, involvement of economic players, and energy efficiency enhancement.
2020: Establishment of a German-Moroccan "Alliance for the development of the Power-to-X sector"
including a reference plant for the production of green hydrogen with an electrolysis capacity of around 100 MW, set up by MASEN (Moroccan Agency for Sustainable Energy) with financial support from KfW.
2022: Strengthening of Moroccan-German relations
with green energy and hydrogen as key areas of cooperation, as part of a joint declaration by the two foreign ministers.
2024: Alliance for Climate and Energy
German Development Minister Svenja Schulze, Parliamentary State Secretary Stefan Wenzel, and Moroccan Foreign Minister Nasser Bourita signed a declaration to establish a joint Alliance for Climate and Energy. Focus: enhanced cooperation in climate adaptation, the expansion of renewable energy, and the production of green hydrogen.
