Morocco is developing its first offshore wind farm with a planned capacity of 1,000 MW off the coast of Essaouira, with construction expected to begin in 2029. The project is supported by the Blue Mediterranean Partnership, a regional fund dedicated to promoting a sustainable blue economy, endowed with €22 million.
This multi-donor mechanism includes contributions from Germany through KfW, as well as from France, Spain, Sweden, and the European Union. The funding covers feasibility studies and technical assistance required for the project’s implementation.
With average wind speeds reaching 11 m/s along the Moroccan coastline, Essaouira offers strong potential for offshore wind energy. Led by the Ministry of Energy Transition and Sustainable Development, the project is set to become Morocco’s first offshore wind farm—and potentially the first on the African continent. It fully aligns with Morocco’s national strategy to increase the share of renewables in its energy mix.
