About the Moroccan-German Energy Partnership
The Moroccan-German Energy Partnership (PAREMA) was created in 2012 with the signing of a joint declaration of intent at the ministerial level. The partnership is the central platform for institutionalized dialogue on energy policy between Germany and Morocco. It aims not only to promote the energy transition, but also to support Moroccan advances in this field.
Germany and Morocco are at the forefront of the energy transition in their respective continents. Morocco possesses immense potential in renewable energy sources, particularly for generating electricity from solar and wind power. Given Morocco's geographical proximity to Europe and the existing electrical interconnections, Moroccan electricity production could be seamlessly integrated into the European electricity market. This integration would enable a sustainable energy exchange between the two regions, ultimately benefiting both parties in the long run.
The work of the energy partnership is currently focused mainly on the following topics: power generation through the promotion of renewable energies, decarbonization, grid extension and interconnections, the involvement of economic players, and the promotion of the Power-to-X (PtX) market.
Milestones of the Moroccan-German energy cooperation

2012: Creation of the Moroccan-German Energy Partnership (PAREMA).

2016: Joint commitment to a sustainable, renewable energy future by 2050.

2020: Establishment of a German-Moroccan "Alliance for the development of the Power-to-X sector", including a reference plant for the production of green hydrogen with an electrolysis capacity of around 100 MW, set up by MASEN (Moroccan Agency for Sustainable Energy) with financial support from KfW.

2022: Strengthening of Moroccan-German relations, with green energy and hydrogen as key areas of cooperation, as part of a joint declaration by the two foreign ministers.

2024: German Development Minister Svenja Schulze, Parliamentary State Secretary Stefan Wenzel, and Moroccan Foreign Minister Nasser Bourita signed a declaration to establish a joint Alliance for Climate and Energy. This partnership will focus on enhanced cooperation in climate adaptation, the expansion of renewable energy, and the production of green hydrogen.
Governance of the energy partnership

The German Federal Ministry for Economic Affairs and Climate Protection (BMWK) and the Moroccan Ministry for Energy Transition and Sustainable Development (MTEDD) are responsible for the overall coordination of the partnership.

A secretariat for the implementation of the partnership, supported by GIZ, has been set up within the MTEDD. It supports the management of the partnership and serves as the first point of contact and information platform for all stakeholders interested in bilateral cooperation within the framework of the energy partnership.

A partnership steering meeting, chaired by the BMWK and the MTEDD, is held at least once a year. In addition to secretariat support, GIZ implements a range of other energy-related programs in Morocco on behalf of the BMWK and the German Federal Ministry for Cooperation and Development (BMZ).
