SET Roadmap
The Sustainable Electricity Trade Roadmap (SET Roadmap) is an initiative between Morocco, Spain, Portugal, France, and Germany aimed at promoting and facilitating the trade of renewable electricity among these countries and thereby contributing to the targets of the Paris Agreement. The measures outlined in the SET Roadmap focus mainly on promoting cross-border trade in renewable electricity, supporting the integration of renewable energy into the energy markets of the participating countries, and improving energy supply security. The secretariat of the SET-Roadmap is managed by MASEN.

Initial signing of the SET Roadmap
17 November 2016, Marrakech
Declaration at COP22 expressing interest in gradually integrating Moroccan and European electricity markets to enable cross-border renewable energy trade. Joint work on the SET Roadmap, addressing economic, financial, regulatory, technical, social, and environmental challenges to pave the way for an agreement enabling cross-border electricity trade.


Joint declaration
19 December 2018, Brussels
The SET Roadmap countries signed a joint declaration, relaunching talks and planning consultations with renewable energy producers and buyers to identify cost-saving opportunities.
Memorandum of Understanding
8 November 2022, Sharm El Sheikh
Signing of a joint Memorandum of Understanding (MoU) outlining concrete partner commitments. All partners committed to developing physical interconnectors and removing barriers to Cross border renewable corporate Power Purchase Agreements.


Steering Committee
6 December 2023, COP28 Dubaï
On December 6, 2023, on the sidelines of COP28, the first meeting of the SET-Roadmap Steering Committee was held to launch concrete actions (Power purchase agreements, interconnections, harmonization of regulation, etc.).
What needs to happen next?
To make cross-border electricity trade between Morocco and Europe a reality, several key steps need to be taken:
Establish a Guarantee of Origin System: Develop and implement a transparent and internationally recognized certification scheme to verify the renewable origin of electricity exported from Morocco.
Define Interconnector Governance and Expand Capacity: Clarify operational rules, capacity allocation mechanisms, and revenue-sharing models for existing and future interconnectors as well as accelerate the construction and commissioning of additional transmission capacity between Morocco and Europe.
Align Market Structures and Regulation: Advance the convergence of regulatory frameworks and market rules, with a particular focus on market liberalization and enabling cross-border trading access.
Conclude a Bilateral Electricity Trade Agreement: Negotiate and formalize a dedicated electricity trade agreement between Morocco and the European Union to provide legal certainty and political backing.
Engage the Private Sector as Offtakers: Mobilize private sector demand through clear offtake frameworks and investment incentives, ensuring long-term commercial viability for renewable electricity exports.
