Offre Maroc: Five investors selected for hydrogen projects

Under the chairmanship of Prime Minister Aziz Akhannouch, the Steering Committee of the national H2 investment programme “Offre Maroc” has selected five investors who will implement green hydrogen projects worth a total of 319 billion dirhams (approximately 30 billion euros). These projects will play a central role in the development and promotion of green hydrogen in Morocco. The selected consortia have been given six-month reservation contracts for plots of land. During this time, detailed technical studies are to be carried out.

The selected investors and their projects include:

  • Consortium Onrx Green Hydrogen: This consortium is composed of the project company Ortus Power Resources (USA), the wind turbine manufacturer Nordex (Germany) and its subsidiary Acciona (Spain). The aim of the project is to produce green ammonia.
  • Consortium of Taqa (Abu Dhabi) and Cepsa (Spain): The focus here is on the production of green ammonia and synthetic fuels.
  • Nareva (Morocco): The Moroccan project developer is planning a project for the production of ammonia, fuels for industry and green steel.
  • Acwa Power (Saudi Arabia): Acwa Power will produce green steel, an essential component for sustainable industrial production.
  • United Energy Group (China) and China Three Gorges (China): This partnership will focus on the production of green ammonia.

These five projects complement two other initiatives signed during French President Emmanuel Macron's visit in October 2024 – one with TotalEnergies and the other with OCP and ENGIE.
The process for selecting further projects under “Offre Maroc” remains open, which means that new investors will continue to have the opportunity to participate in the future.
